One manual scavenger dies every five days, according to official data
Manual Scavenging Act 2013:
- Widened definition to other insanitary latrine cleaners also
- Prohibits employment
- States to take rehabilitation measures & Time bound surveys
- Set up vigilance committee to monitor
- Made offences , Non bailable with high penalties.
Why it is difficult to abolish Manual Scavenging?
- No attention of States. [States even denied the existence of insanitary latrines]
- Manual Scavengers are mostly illiterate and have no exposure to any other work
- They are mostly older in age .So ,No opportunities to avail any skill development training
